TL;DR
The IANG visa (Immigration Arrangements for Non-local Graduates) is one of the most flexible work visas in Hong Kong. From February 2026, the initial validity period has been extended from 2 years to 3 years, during which you may change jobs freely, without employer sponsorship and with no minimum salary requirement. Application criteria: you must be a non-local graduate (bachelor’s degree or above) of a full-time, locally accredited programme in Hong Kong. Applying within 6 months of graduation falls under the “fresh non-local graduate” category, requiring no prior job offer. The key deadline is within 6 months of graduation — miss it and you must first secure employment before applying.
1. Two Categories of IANG Applicants
Category 1: Fresh Non-local Graduates (applying within 6 months of graduation)
- No prior job offer required
- You may apply directly for a 3-year visa after graduation
- You may remain in Hong Kong lawfully while job hunting
- The application must be submitted within 6 months from the date of graduation
Category 2: Returning Non-local Graduates (more than 6 months after graduation)
- Must first secure employment (hired by a Hong Kong company, the position normally requiring a degree holder and salary at market level)
- When applying, you must submit the employment contract and company proof
2. Application Timeline
Fresh Graduate Category
- Graduation: June (most universities)
- Apply for IANG: As soon as possible after graduation (recommended before November)
- Awaiting approval: about 2–3 weeks (online application) / 4–6 weeks (in person)
- Collect visa label: 1 week after approval
- Apply for Hong Kong identity card: within 30 days of arrival in / approval for Hong Kong
Renewal
You may apply for renewal about 4 weeks before the first 3-year visa expires. The renewal pattern is: 3+2+2 years (if you have ordinarily resided continuously for 7 years, you may apply for permanent residency).
3. Renewal Conditions (New Rules for 2026)
From February 2026, the Immigration Department has relaxed the renewal conditions:
Employed Persons
- Must already be employed
- The work engaged in normally requires a degree holder
- Remuneration and benefits reach market level
Newly Added Buffer Period
- If the job is insufficiently related to your field of study, the Immigration Department may, depending on the circumstances, grant a 1-year buffer period
- During the buffer period you may switch jobs to find a more suitable position
- This is a flexible arrangement newly introduced in 2026, particularly beneficial to graduates in the humanities / social sciences
4. Comparison of Freedom with Other Visas
- Initial visa validity: 3 years · 2 years · follows the employment contract (usually 2 years)
- May change jobs: ✅ Completely free · ✅ Completely free · ❌ Requires Immigration Department approval
- May remain in Hong Kong without a job: ✅ Yes for first 3 years · ✅ Yes for first 2 years · ❌ Unemployment immediately disqualifies
- Entrepreneurship: ✅ Allowed · ✅ Allowed · ❌ Requires switching to an entrepreneur visa
The IANG is one of the most liberal visas in Hong Kong, second only to permanent residents.
5. Common Reasons for Refusal / Renewal Failure
- More than 6 months after graduation but not yet employed: wrong category — you must first secure a job
- Job seriously mismatched with academic background: e.g. an engineering PhD working as a convenience store clerk
- Salary clearly below market level: e.g. a university graduate earning only HK$8,000/month
- Prolonged absence from Hong Kong: long-term departure from Hong Kong at renewal, raising doubts as to whether you “ordinarily reside” here
- Criminal record: affects all visa applications
6. The Path from IANG to Permanent Residency
- IANG 3 years → renewal 3 years → further renewal 2 years → apply for PR after 7 years’ residence
- The 7 years are counted from the date you first entered as a student (meaning the years spent studying count towards the 7 years)
- For example: 4 years of undergraduate study + 3 years of IANG = already 7 years, so you may apply for PR immediately! (seamless transition)
This is very important: many graduates do not realise that the years spent studying count towards the 7 years, and wait several extra years before applying for PR for nothing.
7. FAQ
Q1: If I have returned to mainland China / overseas after graduation and more than 6 months have passed, can I still apply?
A1: Yes, but you must first secure employment with a Hong Kong employer and apply under the “returning non-local graduate” category. However, you lose the advantage of “no prior job offer required”.
Q2: During the IANG period, may I work part-time / as a freelancer?
A2: Yes. The IANG places no restriction on the form of employment — you may work full-time, part-time, freelance, or even hold multiple jobs at the same time.
Q3: If I leave Hong Kong for more than 180 days while holding an IANG visa, will it affect my renewal?
A3: An excessively long departure may raise doubts as to whether you “ordinarily reside” in Hong Kong, and you may need to explain this at renewal. It is advisable to keep proof of Hong Kong address, bank statements and the like to show your ties to Hong Kong.
