IANG and Job Hunting in Hong Kong: The Timeline from Graduation to Stay Extension

The backbone of the timeline is this: your graduation date determines the six-month window; if you submit your application for employment in Hong Kong within six months of your graduation date, you are a non-local fresh graduate; if you submit it after six months, you are a non-local non-fresh graduate. A fresh graduate need not already have a job when applying, whereas a non-fresh graduate must have secured employment at the time of application.

On first entry, you are generally granted stay in Hong Kong for 24 months without other conditions of stay; during the permitted stay, you may freely take up and change employment without prior approval from the Director of Immigration. The Immigration Arrangements for Non-local Graduates (IANG) are quota-free and not restricted to any particular industry.

Before Graduation: Preparing Documents Is Not the Same as Formal Submission

Job-hunting preparation can begin with organising your documents, but preparing documents does not mean the application has been submitted. Documents required for a first-time application include a recent photograph, a valid travel document, your Hong Kong identity card (if any), and documents listed in the “Guidebook for Entry to Hong Kong as Professionals” ID(C)991, such as your graduation certificate.

When submitting an IANG application, you must upload all supporting documents online and pay the application fee. The Immigration Department cannot begin processing unless all required documents and the fee are received; the application fee is also non-refundable.

Non-local fresh graduates who wish to apply to stay and work but have not yet obtained proof of graduation may apply for an extension of stay to await the release of results. Whether you are classified as a fresh or non-fresh graduate is still determined by your actual submission date and graduation date.

After Graduation: Within the Six-Month Window, Job Hunting and Submission Can Run in Parallel

The graduation date is the date shown on your graduation certificate. A fresh graduate may start sending out CVs after graduation and do so in parallel with the IANG application, without waiting to secure employment before submitting. You need not already have a job when applying, but you must still meet the general eligibility requirements.

The sequence is different for non-fresh graduates: first secure employment, then submit the application for employment in Hong Kong when making the IANG application. If you have not yet secured employment at the time of application, you do not meet the precondition for a non-fresh graduate returning to work.

First-Time Application Processing: Counted from When Documents and Fees Are Received in Full

Once the Immigration Department has received all required documents and the relevant application fee, the typical processing times are as follows:

  • Non-local fresh graduates: about two weeks.
  • Non-local non-fresh graduates: generally four weeks.
  • June to August each year is the peak application season, and the time required to process a visa application may be longer.

The processing time is not counted from the date of submission; processing does not begin until the documents and application fee are complete. If you are preparing a first-time application during the peak season, you should build extra leeway into your schedule for longer processing times.

The 24-Month Stay Period: Free Job Switching Is the Core of Your Job-Hunting Strategy

The 24 months is the stay period granted on first entry, not counted from the date of online submission. On first entry, you are generally granted stay in Hong Kong for 24 months without other conditions of stay.

Under the arrangements, those permitted to take up employment in Hong Kong may freely take up and change employment during the permitted stay without prior approval from the Director of Immigration. From a job-hunting strategy perspective, your first job should not be treated as the only choice that cannot be changed; changing jobs is not in itself an action that requires waiting for an approval document first.

But free job switching does not mean the employment requirement is waived at every stage:

  • For a first-time application, non-fresh graduates must first secure employment.
  • When extending the stay, the applicant must also have already secured employment.
  • The job offered must normally be one that is ordinarily taken up by degree holders, and the remuneration and benefits must be at market level.

IANG itself is not restricted to any industry, but “not restricted to any industry” does not mean you can ignore the requirements on job position, remuneration and benefits when extending your stay.

After Securing Your First Job: Preparing to Extend Your Stay

Securing employment does not mean your stay will be extended automatically. An application to extend your stay must meet the employment conditions, and when submitting the extension application, the applicant must be physically present in Hong Kong.

The employer’s confirmation letter must state:

  • Current position
  • Monthly salary
  • Other benefits
  • Period of employment

An application to extend your stay may be made within the three months before your stay expires. You should apply as early as possible, and submit at least six weeks before your stay expires. Once the Immigration Department has received all required documents and the relevant application fee, processing is generally completed in about two to three weeks. If approved, you will normally be granted stay in Hong Kong under a “3-3 year” pattern without other conditions of stay.

If employment arises earlier, you can first check the position, remuneration and benefits, and the employer’s confirmation letter; the formal application window remains within the three months before your stay expires.

Extension Application Not Yet Approved: Submission Does Not Mean the Stay Is Extended

Submitting an application to extend your stay only means the formal application has been submitted; it does not mean your original stay period has been extended.

While awaiting the result, except in special circumstances with the approval of the Director of Immigration, the applicant must leave Hong Kong before the existing stay expires. Overstaying is a serious criminal offence and may lead to prosecution and removal from Hong Kong.

Top Talent Category

The Top Talent Category has independent extension conditions. The applicant must have been granted stay in Hong Kong under IANG for no less than two years, and in the preceding assessment year have had an assessable income for salaries tax of HK$2 million or more. A successful applicant is generally granted an extension of stay of six years without other conditions of stay.

Applicability Restrictions

IANG does not apply to nationals of Afghanistan, Cuba and North Korea; the eligibility of nationals of Laos, Nepal and Vietnam is also limited. Before submitting an application, you should check the scope of eligibility according to the applicant’s nationality.

Frequently Asked Questions

Which Date Determines Fresh-Graduate Status?

It is determined by the date shown on the graduation certificate and the date of submission of the IANG application for employment in Hong Kong. Submission within six months of the graduation date means you are a fresh graduate; submission after six months means you are a non-fresh graduate. The classification is not decided only after you secure employment or after the application is approved.

Can I Submit a First-Time IANG Application Without a Job?

A fresh graduate need not already have a job when applying; a non-fresh graduate must have secured employment at the time of application.

Do I Need Prior Approval to Change Jobs within the 24 Months?

Those granted stay under IANG may freely take up and change employment without prior approval from the Director of Immigration. However, when extending your stay you must still meet the requirements on employment, position, remuneration and benefits, and being physically present in Hong Kong.

If My Extension Application Is Not Yet Approved, Can I Stay Until My Original Stay Expires?

Except in special circumstances with the approval of the Director of Immigration, the applicant must leave Hong Kong before the original stay expires. Overstaying may lead to prosecution and removal from Hong Kong.

How Do I Check My Application Status?

You can check your application status online and via the 24-hour telephone enquiry service. The 24-hour telephone enquiry hotline is (852) 3160 8663; the IANG hotline is (852) 2294 2190; the email enquiry address is enquiry@immd.gov.hk.
